Eligible borrowers at Sopchyshyn Library are as follows:
Newman Borrowers (Primary)
Current NTC Students, Faculty and Staff
NEOS Borrowers (Secondary)
Students/faculty registered at any NEOS library
Please note: In-person NEOS borrowers need to first register at the Circulation desk.
A current NEOS library card is required to register.
NEOS Libraries as borrowers (Secondary)
Newman External Borrowers
NTC Alumni (program graduates), Alumni registered at another NEOS library, Archdiocesan employees, clergy and religious. Also included are temporary borrowers, and members of the public. Please note: temporary borrowers and members of the public are required to pay a yearly $15.00 borrower fee. However, current cardholders will have the fee waived for any card due to expire in 2025. All External Borrowers must be 18 years of age or older.
NEOS External Borrowers
The library does not accept External Borrower cards from other NEOS libraries. Borrowers in this category will need to register for a Newman External Borrower card. Payment of a yearly $15.00 borrower is required.
Alberta Library TAL cards
The library does not accept the TAL card. Borrowers in this category will need to register for a Newman External Borrower card. Payment of a yearly $15.00 borrower is required.

Sopchyshyn Library Circulation Polices
The library is a member of the NEOS Consortium. All NEOS libraries adhere to the same circulation policies, with the exception of External Borrowers. Policies concerning these borrowers are decided by each library. Newman External Borrowers need to inquire first to see if their SFL External Borrower card is recognized at a specific NEOS library.
NEOS libraries are required to register primary borrowers from other libraries as NEOS Borrowers.
Newman borrowers can borrow items from NEOS libraries in two ways: request an ILL, or visit the lending library in-person and register as a borrower.​ A NTC ID/Library card is required. The SFL Catalogue has a link on the main page for requesting loans from NEOS libraries. There is also a link to search other NEOS catalogues. Loan requests are processed by SFL library staff. Expect about a week's wait time for a hold request to be filled. NEOS holds can be picked up at the SFL Circulation Desk. Holds will be held for a maximum of seven days.

At this time, loaned NEOS items can be returned to any NEOS library.​

Newman Students/Staff and NEOS Borrowers:
- have term borrowing privileges
- need to renew their borrowing privileges and loans each term as borrowed items will only
loan or renew to the end of the privilege date
- have a three-week loan period for books with four renewals
- have a two-week loan period for media and periodicals with four renewals
- borrowed items are subject to Hold recall
- have no loan limit
- hold requests are limited to five at any one time
- accounts are blocked if items are overdue 30 days
- accounts are blocked the first day a Hold recall item is overdue
- are not fined for overdue items
- are subject to replacement costs for lost or damaged items. The cost is determined by the
librarian. Replacement costs over $25.00 will result in a student’s account being blocked
Privileges will be restored once replacement costs are paid
- problem borrowers will be referred to the Student Dean, designated supervisor or home library

Newman External Borrowers:
- have one year borrowing privileges. (A yearly borrower fee may apply)
- have a two-week loan period with four renewals for book, media, and periodical items
- borrowed items are subject to Hold recall
- have a loan limit of 30 items
- hold requests are limited to five at any one time
- accounts will be blocked with the first overdue item. Borrowers must resolve their overdue
loans and fines before loan privileges are restored
- are billed overdue fines set at $1.00 per day per item to a maximum of $5.00 per item
- are subject to replacement costs for lost or damaged items as determined by the librarian
- problem borrowers may have their privileges revoked either temporarily or permanently
Borrower fees will not be refunded​

The NEOS Consortium is NOT part of Edmonton Public Libraries (EPL). Please do not return NEOS library items to an EPL location.
